DUBAI — With 22,000 students and 17 campuses nationwide, Higher Colleges of Technology is the largest higher education institution in the United Arab Emirates.Its chancellor, Mohammad Omran Al Shamsi, was appointed chairman and chancellor of the university in April last year, granting him the status of a minister and marking the first time three different Emiratis led the nation’s three federal universities.
