JERUSALEM — Determined to find an affordable apartment within reasonable distance of their jobs in East Jerusalem, Shuli Naftali and her husband moved to a contentious neighborhood in the southeastern part of the city last year.At the heart of the controversy is the construction of Jewish homes over the so-called Green Line, a demarcation between East and West Jerusalem that is not an official border, but which the Palestinians insist should be the boundary of their future state.
